Circular Order given by Antonescu with regard to the attitude and behavior of the Romanian military personnel in the occupied territories towards the local population. Synthetic study of the mood and the problems existent at the Inspectorate of Gendarmery in Cernauti. Same for the Inspectorate Chisinau. Order to collect and destroy all material and books with communist character in libraries and private homes. On July 16, 17 a great number of Jews has accumulated in various camps in district Bălți and there is nobody to guard them or to feed them. Reply to above report: the Jewish communities should feed them and they should be used for forced labor
