Scope and Content

Inventory 1 contains resolutions of the SNK of the USSR, of the Ukrainian SSR, and instructions on the activities of the Commission (hereafter ChGK). It also includes decisions and instructions from local authorities; instructional materials by ChGK USSR and that of the USSR; summaries of records, registers, acts, lists of crimes and damage caused by the German-Romanian occupants and their accomplices to citizens, organizations, enterprises, and collective farms; reports, notes on the work of regional, district, city committees of the ChGK sent to the republican ChGK and Moscow’s ChGK.

Inventory 1 presents both summarized materials of the regional ChGK and protocols, certificates and annexes to them by district and city commissions; lists of Soviet citizens shot in 1941-1944 and deported to Germany in 1942-1943; summary data and registers of losses incurred by German-fascist invaders to citizens of the region.

Inventory 2 holds cases containing acts of property damage inflicted by Nazi occupiers to citizens of the region. The principle of the inventory is geographical; documents are described within the boundaries of districts and cities of the region.

The first group of documents indicates a methodology for collecting the data necessary for generalization. These are the decisions of the ChGK of the USSR, the instructions of the ChGK, correspondence with the district and city commissions on the procedure, the timing of accounting for crimes and losses, details of which are contained in the fund of the regional ChGK [inventory 1, file 1-3, 6-7, etc.]. The basic information about the execution was to be accompanied by additional confirmation -- questionnaires, statements to the ChGK from witnesses of events. However, these documents bear the imprint of their time when the loss of the Jewish population was suppressed, and contain veiled information about the "civilian population" and "Soviet citizens". Thus, in the lists of the executed, which was mostly Jewish population, nationality was not indicated, for example, in the title of the case and the list of the same name "List of citizens of Haysin, shot by the Nazi occupants (1941-1944)" [inventory 1, file 139]. The study of a source containing predominantly Jewish surnames allows to conclude that an absolute majority of Jews are among those who were shot [inventory 1, file 31, 38-39a, 39].

The documents contain information that in the temporarily occupied territory of the Vinnytsia region in 1941-1944, up to 165 250 Jews were shot by the Nazis and their accomplices, died of hunger and infectious diseases. Given the Jewish population deported to the Vinnitsa part of Transnistria from Northern Bukovina, Bessarabia and Romania, this number is approaching 200 thousand people.

The following group of documents - protocols, acts, information from regional, district and city commissions to assist in the work of the ChGK in investigating crimes and losses. This thematic set of documents was deposited in the regional ChGK collection for each city and district area. In summarized acts, the information of the municipal and district commissions of the ChGK contains information on actions to destroy Jews. In particular, the standard document is, for example, the act of the Vinnitsa City Commission of August 5, 1945, where, in a chronological sequence from June 1941 to August 1942, the facts of the shootings of hostages, prisoners of camps, civilians of Jewish origin were described. It is also indicated where, when, by whom or by whose order, and how many people were destroyed. There were information about moving to Vinnitsa and Zhytomyr camps and prisons. However, these statistics were not always checked carefully [inventory 1, file 5, p. 1-2].

Source study comparative analysis of these and many similar documents in other cities and districts of the region shows that it is not specifically mentioned that this was the Jewish population (this is confirmed by a number of other documents). This is inherent in ChGK documents of Raygorod [inventory 1, file 10, p. 139], Tyvriv [inventory 1, file 10, p. 282], Vinnytsia [inventory 1, file 10, p. 286], Kalinovka [inventory 1, file 13, p. 5], Zhmerinka [inventory1, file 13, p. 19], Sitkovets (inventory1, file 13, p. 8), Dzhuliny [inventory1, file 13, p. 76-79] and a number of other districts. A number of documents contain information on the brutal mistreatment of Jews before executions, in particular, in the Dzhulin district ChGK Act, during a pogrom dated May 27, 1942 [inventory 1, file 13, p. 77]

The history of the Holocaust is reflected in such an integral part of the regional ChGK documents as statements of witnesses and victims, protocols of interrogations. Thus, the witness Nikolai Goncharuk in a statement of ChGK Kalinovsky district dated November 7, 1944, reports on the stages of prosecution and extermination of the Jewish population of the town of Yanov in the Kalinovsky district: plunder of Jewish families and their homes, resettlement of Jews to the ghetto; about indemnities (money and jewels) imposed on the Jewish population (with reference to the orders of the Kalinovsky Cebitskommissar); The circumstances of holding the actions of the destruction of the Jewish population are described in detail here [inventory 1, file 13, p. 3-4]. In the consolidated act of the Kalinovska ChGK, these essential information, presented by M. Goncharuk, was not included in the documents submitted to the republican and central ChGK, although they remained in the collection of the regional ChGK [inventory 1, file 13, p. 5-6].

The Act by Khmelnyk regional ChGK also does not focus on the ethnicity of victims, despite the fact that in the years 1941-1943 6 actions were carried out on the destruction of the Jewish population, resulting in the death of 11,759 people. In the regional ChGK collection, the most complete set of testimony, statements of victims and eyewitnesses of events was stored in Khmelnyk ChGK. It has valuable information about the killings of the Jewish population, and the circumstances of the preparation of the actions of destruction. Here are the names of the Nazis and their followers who are guilty of the murder. However, in the final version of the Khmelnyk regional ChGK, this was not reflected [inventory 1, file 13, p. 166-199].

Documents and materials, particularly on the Holocaust on the territory of the Vinnytsia region, are not kept in full in the regional ChGK collection, and documents are scattered. There are no acts of investigation of crimes of the Nazis and their followers in Orativ, Turbiv, Pogrebyshche, Pliskov, Mohyliv-Podilsky, Shargorod, Nemyriv and other districts.

Of scholarly value are special types of documents, photocopies, graphic materials of the collection. An act of exhumation of the burial of victims of mass shootings in Tomashpil district is accompanied by a photograph of the dead bodies [inventory1, file 13, p. 428a]; an appendix to the Khmilnyk ChGK Act is a photograph of the exhumation of the burial of 200 mentally ill, mostly Jews [inventory 1, file 13, p. 171a] and so on.

Inventory 2 covers 1048 cases involving primary acts of damage inflicted by Nazi occupants. The systematic confiscation of personal values, gold, silver and other jewelry and personal belongings during arrests, deportations to concentration camps and destruction of the Jewish population was one of the most important directions of the occupation policy. It was determined that the losses incurred by citizens of Vinnitsa region amounted to 37373887 rubles [inventory 2, file 17, p. 1]

Primary acts contain lists of confiscated items, quantity of each item, the cost of the damage caused by the occupation of the property, and the summing up. The vast majority of acts as primary documents contain information about the property, money savings, jewels belonging to the Jewish population of Vinnitsa, Haysin, Mogilev-Podilsky, Tulchyn, Bershad, Bratslav, Zhmerynka and other locations [inventory 1, file 12-22; 23-34, 122-139, 173-213, 344-379].

In files concerning dwellers of the Romanian occupation zone (Mohyliv-Podilskyi, Bershad, Bratslav, Zhmerinka, etc.), acts about persons who were deported to Transnistria from Bessarabia, Northern Bukovina, the Romanian county of Dorokhoi, are partially stored. At the time when the acts were compiled (August-November 1944), they have already left the territory of Transnistria to their homeland.

The comprehensive source, which reflected both the facts of crimes committed by the Nazis and their accomplices, as well as the property damage inflicted on the Jewish population of the region, are "Registers of acts and summary report on the calculation of damage caused by the German-Fascist occupants". In the list of such documents (for example, documents in the Teplik district) there is a column "Fate of the family according to available information", which indicates the number of family members shot by occupiers, the wounded, the number of evacuees to the rear, followed by charts with property and financial information [inventory 1, file 66, p. 1-72].

Archival History

Перше надходження зафіксовано жовтнем 1946 р., останнє – 1995 р. (список розстріляних громадян, виявлений у фонді Гайсинського райвиконкому. Документ переданий до держархіву області Гайсинським райдержархівом). Переважна частина фонду – 1108 справ – до 1956 р. перебувала на секретному зберіганні, останні 8 справ, які містили саме матеріали про Голокост, розсекрeчені в 1990 р. [96: спр. фонду, арк. 12, 24].

В опису 1 містяться постанови РНК СРСР, УРСР, інструктивні матеріали стосовно діяльності НДК. Також сюди входять рішення і розпорядження місцевих органів влади і управління; інструктивні матеріали НДК СРСР, УРСР; зведені відомості, реєстри, акти, довідки про злочини, збитки, заподіяні німецько-румунськими окупантами та їх пособниками громадянам, організаціям, підприємствам, колгоспам; доповіді, доповідні записки про роботу обласної, районних, міських комісій НДК, надіслані в республіканську та союзну НДК.

В опису 1 представлені як зведені матеріали обласної НДК, так і протоколи, акти, довідки і додатки до них районних і міських комісій; списки радянських громадян, розстріляних у 1941–1944 рр. і вивезених до Німеччини в 1942–1943 рр.; зведені відомості і реєстри обліку збитків, завданих німецько-фашистськими загарбниками громадянам міст, районів області. Принцип побудови опису – хронологічно-тематичний; в межах річного розподілу опису справи просистематизовані за значущістю.

В опису 2 описані справи, що містять акти майнових збитків, заподіяних німецько-фашистськими окупантами громадянам області. Принцип побудови опису номінально-географічний; документи описані в межах районів, міст області.

Перша група документів свідчить про методику збору необхідних для узагальнення даних. Це – постанови НДК СРСР, розпорядження та інструкції НДК, листування з районними й міськими комісіями про порядок, терміни обліку злочинів і збитків, відомості про які містяться в фонді обласної НДК [оп. 1, спр. 1–3, 6–7 тощо]. Основні відомості про страти мали супроводжуватися додатковими підтвердженнями – опитувальними листами, заявами в НДК свідків подій. Однак ці документи несуть відбиток свого часу, коли замовчувалися втрати єврейського населення, і містять завуальовані відомості про “мирне населення” та “радянських громадян”. Так, у списках розстріляних, а це було в основному єврейське населення, національність не вказувалась, наприклад, у заголовку справи та одноіменного списку “Список граждан Гайсина, расстрелянных немецко-фашистскими оккупантами (1941–1944)” [оп. 1, спр. 139]. Вивчення джерела, що містить переважно єврейські прізвища, дозволяє зробити висновок про абсолютну більшість євреїв серед розстріляних [оп. 1, спр. 31, 38–39а, 39].

Документи містять відомості, що на тимчасово окупованій території Вінницької області в 1941–1944 рр. розстріляні нацистами та їх пособниками, загинули від голоду та інфекційних хвороб до 165250 євреїв. З урахуванням єврейського населення, депортованого у Вінницьку частину Трансністрії з Північної Буковини, Бессарабії та Румунії, це число наближається до 200 тис. осіб.

Наступна група документів – протоколи, акти, інформації, відомості обласних, районних та міських комісій з сприяння у роботі НДК щодо розслідування злочинів та збитків. Цей номінально-тематичний комплекс документів відклався у фонді обласної НДК по кожному місту, району області. У зведених актах, інформаціях міських і районних комісій НДК містяться дані про акції знищення євреїв. Зокрема типовим документом є, наприклад, акт Вінницької міської комісії від 5 серпня 1945 року, де в хронологічній послідовності від червня 1941 до серпня 1942 р. описані факти розстрілів заручників, в’язнів таборів, мирних жителів єврейського походження. Вказано також, де, коли, за чиїм розпорядженням або наказом, кого і скільки людей було знищено. Були відомості про переміщення до Вінницького та Житомирських таборів і в’язниць. Ця статистика, однак, перевірялася не завжди ретельно [оп.1, спр. 5, арк. 1-2].

Джерелознавчий порівняльний аналіз цих та багатьох подібних документів по інших містах і районах області показує, що конкретно не вказується, що йдеться саме про єврейське населення (це підтверджується рядом інших документів). Це притаманне для документів НДК Райгородського [оп. 1, спр. 10, арк. 139], Тиврівського [оп.1, спр.10, арк. 282], Вінницького [оп.1, спр 10, арк. 286], Калинівського [оп.1, спр.13, арк. 5], Жмеринського [оп.1, спр.13, арк.19], Ситковецького (оп.1, спр 13, арк.8], Джулинського [оп.1, спр. 13, арк.76-79] та ряду інших районів. Водночас у низці документів містяться відомості про жорстокі знущання з євреїв перед стратами, зокрема в акті Джулинської районної НДК засвідчено погром від 27 травня 1942 року [оп. 1, спр. 13, арк. 77 ].

Історія Голокосту відображена в такій складовій частині фонду обласної НДК, як заяви свідків і жертв, протоколи допитів (опитувань). Так, свідок Микола Гончарук у заяві Калинівській районній НДК від 7 листопада 1944 р. повідомляє про етапи переслідування і знищення єврейського населення містечка Янова Калинівського району: про пограбування єврейських сімей та іх помешкань, про переселення євреїв до гетто; про контрибуції (грішми й коштовностями), накладеними на єврейське населення (із посиланням на накази Калинівського гебітскомісара Паклекса); тут детально викладені обставини проведення акцій знищення еврейського населення [оп. 1, спр. 13, арк. 3-4]. У зведеному ж акті Калинівської НДК ці суттєві відомості, представлені М. Гончаруком, випущені й не знайшли відображення в документах, поданих до республіканської та союзної НДК, хоч і залишились у фонді обласної НДК [оп. 1, спр. 13, арк. 5-6].

В акті Хмільницької районної НДК також не акцентується увага на національності розстріляних, хоч у 1941–1943 рр. було проведено 6 акцій знищення єврейського населення, внаслідок чого загинуло 11759 людей, в ході останньої акції знищили 1650 ремісників і членів їх сімей. У фонді обласної НДК найбільш повний комплекс показань свідків, заяв потерпілих і очевидців подій відклався саме по Хмільницькій НДК. Він несе цінну інформацію про сутність окупаційного режиму, геноцид єврейського населення, обставини підготовки акцій знищення. Тут називаються імена та прізвища нацистів і їх поплічників, винних у загибелі людей. Однак в остаточному варіанті акту Хмільницької районної НДК конкретика цієї групи документів не відбилася [оп.1, спр. 13, арк. 166–199].

У фонді обласної НДК документи і матеріали, зокрема про Голокост на території Вінницької області, зберігаються не в повному обсязі, і взагалі документи в багатьох випадках розпорошені. Відсутні акти розслідувань злочинів нацистів і їх поплічників по Оратівському, Турбівському, Погребищенському, Плисківському, Могилів-Подільському, Шаргородському, Немирівському та інших районах.

Наукову цінність мають спеціальні види документів, фотодокументи, графічні матеріали фонду. Акт ексгумації поховання жертв масових розстрілів по Томашпільському району доповнює фотографія вилучених із могили трупів [оп.1, спр. 13, арк. 428 а]; додатком до акта Хмільницького НДК є фотографія ексгумації поховання 200 душевнохворих, переважно євреїв [оп.1, спр. 13, арк. 171 а] тощо.

У опису 2 зосереджено 1048 справ, що містять первинні акти про збитки, завдані нацистськими окупантами. Систематична конфіскація особистих заощаджень, золотих, срібних та інших ювелірних виробів і речей фізичних осіб під час арештів, відправлення до концтаборів, акцій знищення єврейського населення становила один із найважливіших напрямів окупаційної політики нацистів. Визначено, що збитки, завдані громадянам Вінницької області, дорівнювали 37373887 карбованців [оп. 2, спр.17, арк. 1]

Первинні акти містять відомості про найменування конфіскованого, кількість кожного найменування, вартість пошкодженого внаслідок окупації майна – з підведенням підсумку. Переважна кількість актів як первинних документів містить відомості про майно, грошові заощадження, коштовності, що належали єврейському населенню Вінниці, Гайсина, Могилева-Подільського, Тульчина, Бершаді, Брацлава, Жмеринки та інших населених пунктів [оп. 1, спр. 12–22; 23–34, 122–139, 173–213, 344–379].

У справах щодо громадян румунської зони окупації (Могилів-Подільський, Бершадь, Брацлав, Жмеринка та ін.) акти на громадян, депортованих на територію Трансністрії з Бессарабії, Північної Буковини, румунського повіту Дорохой, відклалися частково. На час складання та оформлення актів (серпень-листопад 1944 р.). вони вже виїхали з колишньої території Трансністрії на батьківщину.

Комплексним джерелом, у якому знайшли відображення як факти злочинів, скоєних нацистами та їх пособниками, так і майнові збитки, завдані окупантами єврейському населенню області, є “Реестры актов и сводная ведомость об учете ущерба, причиненного немецко-фашистскими оккупантами”, що подані в опису 1 фонду Р-1683. В акті-списку подібного роду документів (наприклад, документів по Теплицькому району) є графа “Судьба семьи по имеющимся сведениям”, в якій зазначено кількість членів сім’ї, розстріляних окупантами, поранених, кількість евакуйованих у тил, далі ідуть графи з відомостями майново-фінансового характеру [оп. 1, спр. 66, арк. 1–72].
