Archival History

After the Second World War, the archive material of the Ministry of the Interior was systematically organized for the first time in 1949. Until 2006, the collection was the result of merging the archives of the Ministry of the Interior of the People's Republic of Slovenia (1945-1953); the State Secretariat for the Interior of the People's Republic of Slovenia (1953-1963); the Republican Secretariat for the Interior of the Socialist Republic of Slovenia (1963-1991); the Department for the Protection of the People (1944-1946); the State Security Service (1946-1966); the Administration of the State Security Service (1966-1991); the Security and Information Service (1991-1993); the Slovenian Intelligence and Security Agency (1993-).

System of Arrangement

The archival material in the collection was created or collected in connection with the activities of the Slovenian post-war internal affairs authorities. It is divided into several sub-funds, series and collections of material already created by the creator of the material. The latter, in accordance with the applicable sectoral legislation (including the Act on Natural and Cultural Heritage, Official Gazette of the SRS No. 1-3/1981), undertook the valorization of documentary material in the field of internal affairs itself and until 1998 also carried out the preservation of its own archival material within its own internal organizational units. The collection now contains preserved material in the field of state and public security, which either originates from the internal affairs bodies of the interwar and post-war period or was collected by them in the post-war period. Part of the material also includes material from other administrations of the Republican Secretariat for Internal Affairs of the Socialist Republic of Slovenia and other organizations that were under its aegis. When the material was organized by the originator, it was classified according to its content and provided with classification (within the so-called historical and material archive) and other markings (personal files, registered current affairs) that link the material to the preserved records of documentary and archival material.

Conditions Governing Access

The material also contains personal data that is inaccessible under archive law. The material or the protected personal data contained therein will become accessible 75 years after the creation of the material or 10 years after the death of the person concerned if the date of death is known. The part of the VIS and SOVA material created after 17.5.1990 contains classified information that is inaccessible for use until the expiry of a period of 40 years from the date of creation in accordance with archive legislation. As a result of digitization, the material in boxes 736-737, 1015-1038, 1045-1051, 1066, 1068, 1406-1408, 1415, 1440-1441 will remain inaccessible for use until further notice. Due to digitization, the material in boxes 751-788 (German material of the sub-fund) should not be available for use until 3 May 2023.

Finding Aids

  • Finding aid is available to researchers via the Virtual Archive Reading Room (VARR) https://vac.sjas.gov.si/vac. The VARR information solution provides users with a tool for ordering and using physical and electronic archival material in Slovenian archives (in addition to the Archives of the Republic of Slovenia, six regional archives from Ljubljana, Maribor, Celje, Ptuj, Koper and Nova Gorica). After successful registration, login and confirmation of the user account by the administrator of the VARR system, the user can order materials and reproductions. A detailed finding aids are available to researchers inside the archival institution.
