Scope and Content

Shots of a French submarine which, according to the dope sheet, captured a German freighter and took it to a Moroccan port. French sailors on the ocean look for ships from neutral countries carrying contraband goods. Sailors board a ship for inspection. The bags in the cargo hold are labelled "Oslo." A ship docked at a harbor (the same ship?) with the name "Tjikandi" visible. Pan across a huge warehouse full of goods, presumably seized cargo. Officials inspect some of these goods. A group of French sailors pulls the outer layer off a bag of cargo to reveal the word "Hambourg" on the inner bag. Bags of cargo and lumber being unloaded from a ship. Various shots of contraband goods, some with the words "Bremen" and "Hamburg" on them. A Japanese ship is also shown, then a Polish ship that has managed to make it to France even after war broke out. The crew holds up a Polish flag for the camera. French war ships escort a convoy of merchant ships and encounter and American ship on its way to the US.
