  • Jaffa and Haifa ports were considered to be the major ports in Palestine, and both were publicly owned and operated by the Government of Palestine. Before WWII, Jaffa's port was underdeveloped, and because of its treacherous sea, ships often had to continue sailing up north to Haifa. Ships anchored a few miles from the shore line, to unload their passengers or goods to small boats.
