Biographical History

Рейхскомиссариат Украины был создан в г. Ровно 20 августа 1941 г. и начал функционировать с ноября того же года. Кроме большей части территории УССР, в его состав вошли южные части двух областей Белоруссии (Брестской и Пинской). Территория рейхскомиссариата делилась на шесть генерал-комис- сариатов (Волынь & Подолия, Киев, Житомир, Николаев, Крым, Днепропет- ровск), которые, в свою очередь, подразделялись на гебитскомиссариаты и штадт- комиссариаты (административные единицы областного и городского уровня). Центральное управление в Ровно состояло из ряда специальных отделов, в том числе общего, юридического, промышленности, сельского хозяйства, транспор- та, связи, культуры, образования, печати и пропаганды, национал-социалисти- ческой рабочей партии. На территории рейхскомиссариата была введена жест- кая регламентация жизни населения, пресекались любые попытки сопротивления, действовали система заложников, специальные суды для местного населения, практиковались массовые расстрелы и начиная с марта 1942 г. регулярный вы- воз рабочей силы в Германию, созданы многочисленные лагеря принудитель- ного труда и гетто. Уничтожение евреев началось с осени 1941 г. айнзацгруп- пами, зондеркомандами и продолжалось весной-осенью 1942 г. силами немецкой полиции, жандармерии с использованием украинской (на Волыни польской) полиции. Рейхскомиссариат Украины прекратил существование в 1944 г., после освобождения Украины частями Красной армии.

Представлены документы о численности и расселении евреев в городах и их отделении от местного населения, положения о концентрации евреев в указанных местах, «переселении», расстрелах, содер: жании в тюрьмах, лагерях принудительного труда, о наказаниях не евреев за контакты с евреями и помощь им; докладные записки, отчеты отделов культуры, печати и пропаганды и переписка о публикациях антисемитских материалов; докладные записки краевого управления архивами, библиотеками и музеями об изучении еврейского вопроса в СССР, еврейской материальной и духовной культуре; ретроспективная справка о деятельности евсекции Киевского центрального исторического архива и перечень аккумулированных в ней фондов; краткие характеристики еврейских политических партий, действо: вавших на территории России и Украины; списки книг еврейских авторов (в том числе зарубежных в переводах на русский и украинский языки с раскрытием их псевдонимов), подлежавших немедленному изъятию из библиотек; подборки и разрозненные публикации антисемитского характера в коллаборационистских изданиях, тексты для печати и радио (о «жидобольшевизме» в СССР, «еврейском всемирном заговоре» и т.п.), подготовленные отделом печати и пропаганды рейхскомиссариата; записки, письма немецких полицаев, солдат и офицеров вермахта, отражающие их личное отношение к евреям, а также отношение к ним, как и к нацистской политике по еврейскому вопросу, местного населения и др.
