The file consists of quotations from Nazi publications and newspapers on the nature of the German people, and how to rule them. The people as such are considered to be ignorant. They do not want to self-govern through democracy but need to be led. The quotes are by Joseph Goebbels and Hermann Göring, Each quote lists the publication, date, and sometimes the author.
