The decree is is about making the Higher SS and police leader Secretary of the State for security in the government of the General Gouvernment. A decree of General Gouvernor Frank according to a decree the Fuehrer in the Verordnungsblatt from 23.6. is about transfering the responsebility for the special service to the Secretary of State for security.
