Secret note of the Realm Commissioner of the "Ostland" (occupied Baltic states and Belarus) to the regional and district commissioners. Note to call the subordinated police commanders for a briefing over their competences competences in according to an order of the Minister of the Occupied Territories in the East based on a decree of Hitler. Statement that only the Minister of the Occupied Territories in the East and the regional and district commissioners are responsible for politics and administration and the police only for policing. Statement about the subordination. The document reveals a conflict between the civil cdministration and the police bodies. Police bodies seem to interfere in politics and administration.
