Scope and Content
18 pages protocol about a meeting in Riga of the Commissioner of occupied Latvia and the areal comminioners in occupied Latvia and other administrators. The protocoll shows that there are tensions between the Civil Administration and the Wehrmacht and the SS. Orders of the SS are described as contredicting directives of the Ministry for the Occupied Territories in the East. The protocoll contains a remark of the Commissioner of occupied Latvia that the German authorities should seek good relation to the Latvians while brutally oppressing resistance and opposition. Then some bureaucratic regulatories for the areal commissioners. Two of the main issues in the meeting are the question of a German civil administration for the occupied territories and the question of privatization. Other administration issues of the meeting are employment, occupational unions, associations, railway, loans, provident bank, fire departments, weapon license, hunting license, confiscation, salaries, pensions, ghettos, censorship. An issue of special concern is youth movements. The file also contains a 2 pages letter of the Commissioner of occupied Latvia to the minister of the occupied terriories in the East about the meeting.
