Reportof the commissioner of occupied Latvia about registration, mandatory identification, conscript labor and preparing a ghetto for the Jews in occupied Latvia. Notice that there are about 30.000 Jews in the city of Riga and report about an order to force them into a Ghetto in the Maskačka suburb and about an order to establish a Jewish council ("Judenrat"). Report about directives to set up Ghettos in other parts of Latvia. Report about "good conditions" for conscript labor
