Scope and Content
Vengeance directives of the Wehrmacht commander in the occupied Ukraine. Directives to take hostages in case of sabotage of the communication network. Every perpetrator of sabotage or supporter of sabotage has to be executed. In case the perpetrator can't be found there have to be taken up to 1000 hostages of whom half have to be Jews. Execution after report to the local military intelligence and receiving approval.
