[mass executions of communists in Wolmar]

Report of the commissioner of Wolmar who states that there are too many executions of communists without sufficiant evidence. He complains that he as a commissioner has no part in the ruling. He describes the executions as pushed by Latvian collaboration forces and not enough supervised by the Security Police. He states that many of the executed could have been used alive and that ongoing executions cause disapproval among the population.
