The file contains information about the secret conspiracy to remember sovereignty over the people. It deals with the question of war guilt, indictment and refutation and is based on the eponymous book of 1920. The report explains that just as the 'Protocols of the Wise of Zion' are invented, the propaganda against the German people and the government during the war was also invented in exactly the same way. After the end of the war, numerous documents were published, which show that all people should be ruled under imperial Germany.
