The document lists several of Milukovs statements and denounces them. Ther's lot of conspiracy theory about Bolshevik-Jewish conspiracy in the part about Milukov and in all the document. In the part about Weizmann the League of Nations is described as Jewish controlled. Sliosberg is described as serving two masters. He is accused of treason of Russia in favor of the Jewry.
