The publication was prepared before the invasion of Holland, Belgium and Luxembourg. It claims that even though social democrats are ideologically disinclined towards war, they need to prepare for resistance for the days to come and for the time when Germany will be defeated. The tactics of the Nazis towards neutral countries are analyzed, especially the hollowness of their status vis a vis a dictatorship. The regions and countries discussed are Scandinavia and Romania, as well as the outlook for the Balkans and the Middle East. The axis Berlin – Rome – Moscow is subject of a separate chapter.
