Biographical History
Kelman Charles Mincberg was born in Kozienice, Poland, on 30 January 1903. During the Second World War he lived in Nice, France. On 24 July 1942 Kelman obtained a diplomatic service passport in Vichy, France, issued to him by the Republic of Liberia, represented by Baron O. de Bogaerde, Minister Plenipotentiary. Thanks to this document Kelman was able to travel safely to Spain and Portugal.
