    The Germans created two Nazi-puppet states, the Nezavisna Drazava Hrvatska, which included Bosnia and Herzegovina, and Serbia, which was occupied by the Wehrmacht. The NDH was run by Ante Pavelic, who headed the Ustase movement. There were 2 million Serbs in the NDH as well as 700,000 Bosnian Muslims (Bosniaks), 40,000 Jews, and 28,500 Roma. Officials in the NDH considered Serbs, Jews and Roma ‘outside the law’.

    Velika Župa was the highest regional authority in the Independent State of Croatia. It was responsible only to the Poglavnik Ante Pavelić, who personally named its leader, and to the respective state ministries. Velika Župa Posavje was founded on 10 June 1941 with the seat in the contemporary town of Slavonski Brod and continued to function until 1945. Velika Župa Posavje included the administrative units (kotar) of Bijeljina, Brčko, Brod na Savi, Derventa, Gradačac and Županja.

    Obóz funkcjonował od kwietnia 1942 roku do kwietnia 1944 roku, a w dokumentach figurował pod nazwami: Rü. Lager Degussa, Gleiwitz Steigern oraz Zwangsarbeitlager Degussa, Gleiwitz Steigern. Kierownikiem tego obozu do 3 maja 1944 roku był Jungnikiel. Zarówno robotników cudzoziemskich, jak i Żydów początkowo zatrudniano przy budowie fabryki, a potem przy produkcji sadzy. Warunki pracy były skrajnie trudne. Mężczyźni pracowali przy naprawie i utrzymaniu maszyn, natomiast kobiety przy przeróbce antracytu, siarki i olejów na sadzę.
